On March 30, 1995, Bank of Canada Governor Gordon Thiessen delivered the HERMES-Glendon Lecture, entitled “Uncertainty and the Transmission of Monetary Policy in Canada.” In it, Governor Thiessen argued, “Given its importance, uncertainty deserves much greater prominence than it typically receives.” He also announced that the Bank of Canada would publish a biannual Monetary Policy Report starting in May 1995.
